Construction Framework Presents to South West Chief Executives, 1st December 2009
Phil Norrey, (Chief Executive, Devon County Council) and Richard Buzzacott,
(CFSW Framework Director, Devon County Council) were joined by Paul Dreschler
of Wates Construction Ltd representing one of CFSW’s larger contractors
and Mark Whitakaker from BCSW, a consortium of four smaller regional contractors,
to speak to a gathering of Local Authority Chief Executives from across
the South West region.

The benefits of the framework were presented as a more beneficial option
to the traditional tendering processes and Paul Dreschler and Mark Whitaker
explained how contractors can bring collaborative working practices and
value to the framework. The presentation was enthusiastically received and
CFSW can expect new signatories to the Public Body User Agreement.
Current Framework Project Turnover in Excess of £130 Million
Within five months of the framework going live, twenty one projects are
currently being tendered through the framework. These include:
- Primary schools
- An SEN secondary school
- A police criminal justice centre and a police station
- Libraries
- Community facilities and centres
- Local authority office buildings
- Social housing
- A new hospital ward
- A leisure centre
- A skills centre
The eleven provider organisations, which are a mixture of small to large
local, regional and national firms, are:

Builders Consortium South West, which is a consortium made up of ER Hemmings
(Building) Ltd, Pearce Construction (Barnstaple) Ltd, RJ Leighfield &
Son Ltd, and CS Williams (Taunton) Ltd.

Kier Regional Ltd
Mansell Construction Services Ltd
Midas Construction Ltd
Morgan Ashurst PLC
ROK Building Ltd
Wates Construction Ltd
The eleven were selected from an original group of over 40 applicants from
which 25 were invited to tender.
Devon County Council leads the framework with financial support from the
South West Regional Improvement and Efficiency Partnership (SW RIEP). The
Council will maintain the framework to make sure it operates smoothly over
the next four years.
